About Us

Whitsunday Housing Company Ltd (WHCL) is a not-for-profit (PBI) company managing emergency, transitional and long term social housing throughout the Whitsunday Region.

The Whitsunday Housing Company seeks to provide housing for those on low incomes and/or those who are limited for other reasons in acquiring affordable, safe, secure and accessible long term housing. Through our association with other housing groups, Government departments and housing forums,WHCL will seek to advocate, lobby and support the housing needs of the Whitsunday region. The group is representative of the regional community and endeavours to maintain an operational framework, which will continue to enable broad access to those seeking to assist it in this mission. Privacy, confidentiality, acceptance and support are respected elements in the work of our organization.

Whitsunday Housing Registered under the NRSCH

Whitsunday Housing Company Limited is proud to announce its successful registration as a provider under the new National Regulatory System for Community Housing.

The aim of the National Regulatory System is to ensure that the community housing sector is well governed, well managed, and capable of meeting needs of tenants, while also providing assurance for government and investors.

Registration under the new national system is a significant achievement requiring organisations to demonstrate and maintain high standards in all areas of operation.

Board Members

 

Chairperson – Jan Clifford 

Was born in Melbourne and educated in Western Australia. Jan held senior management roles with  the In Shoppe, WD & HO Wills, Toyota and the Laser Cutting Industry in Melbourne.

In 1994 she decided to leave Melbourne and settled in the Whitsundays where she gained employment with Jewel Hotels & Resorts as their Regional Sales & Marketing Manager. Jan then moved on to set up her own sales and marketing company and in her first year of operation won a prestigious AFTA award.

In 2008 Jan was successful in her bid to be elected to the newly amalgamated Whitsunday Regional Council as the councillor for Division 1. In 2012 & 2016 she was re-elected and continues to serve her community.

She holds a diploma of Management and is currently undertaking a Diploma of Local Government. Cr Clifford serves on a wide range of boards and committees in various roles.

Jan has been a director since 2008. Jan was the previous Chairman and took a break from May 2013 & re-joined the Board as Secretary in July 2014 and was elected as Chairperson in September 2016.

 

Vice Chairperson – Jeff Boyle

From Frankston in Victoria but since 1978 has lived in Queensland.  Between 1978 and 1986 he was an army engineer with 3 Field Engineering Regiment at Enoggera.  In 1986 he moved to Townsville where he was a furniture removalist for Ansett-Wridgeway for three years.  Following a family illness he then spent nine years in Warwick where he was introduced to his present profession ... the funeral industry.

In 2008 Jeff moved to the Whitsundays where he and his family now operate Whitsunday Funeral Services in Proserpine, Bowen, Collinsville and Mackay.  Since his arrival in the Whitsundays Jeff’s been heavily involved in community activities through his membership of the Rotary club of Proserpine.  Among the activities he’s been organising the Rotary Christmas Fair and before that the PBR bull-riding event.

Jeff has been on the Board since January 2012.

Secretary – Michael Fitzgerald

Michael Fitzgerald, is a lawyer and family man who has lived in the Whitsundays for nearly a decade.

His experience at a top-tier law practice (Clayton Utz) and a range of other law firms including his own practice has provided him with a solid grounding in a range of practice areas including commercial litigation, insurance litigation, building and construction, structured finance and property law.

Michael has also worked in a variety of commercial roles in the hospitality, construction, tax services and mining sectors.

His most recent high-level positions have involved him in everything from presentations to Lloyd’s syndicated underwriters in London (in 2013 and 2014) to billion dollar mining services contract negotiations with tier one contractors in the Bowen Basin. In 2014 Michael’s reporting obligations to the board of the Isaac Plains’ joint venturers Vale and Sumitomo saw him detailing his team’s achievement of $20 million in cost savings.

Michael is married and has four children, one of which has graduated with a law degree from James Cook University. He enjoys boating, fishing, house renovation, welding and travelling.

Director – John Harris 

Born in Horsham Victoria to a farming family, who moved to the Western District of Victoria to dairy farm. Educated in Portland, followed by 17 years on the family farm. After selling the farm in 1977, John relocated his family of 4 to Airlie Beach buying a small holiday unit complex on Coral Esplanade and also the local Taxi Service which consisted of only one car at the time.

He established an earth moving business at the same time and continued to expand this business through the growth period of the Whitsundays around 1983.

John was then invited to join the real estate agency of Raine and Horne Whitsunday in 1984 and has continued in this industry for the past 31 years, having experience in sales, project management, property management, property development, house building, body corporate management, commercial leasing and management. He has personally developed a 27 lot rural residential subdivision situated on Parkland Drive Woodwark, and has developed spec homes in Cannonvale.

John has been a Director of Hardash Pty Ltd and Queensland Body Corporate Management Pty Ltd, A Real Estate Company and a Body Corporate Management Company, and still the Sole Director of Hardash Pty Ltd now a service company.

John has been a member of the Rotary Club of Airlie Beach, and have held the offices of President, Secretary for 3 years and member of the Board for many years. He is honoured to have been awarded a Paul Harris Fellow by the Club.

John joined the Board of Directors in September 2015 and has been a member of WHCL for 1 year prior.

Director – Jackie Bluck

Originally from Mackay, graduated with a Bachelor of Business with a major in Accounting in 1991, then completed her CPA whilst working on the Gold Coast as a Tax Accountant, Business Specialist and Auditor.

In 1997, Jackie then moved to Central Queensland to work in the Coal Mining Industry as a Financial Accountant, then Mine Site Accountant. During her 17 years in the industry Jackie progressed to Commercial Manager for various Mining Companies.

In 2014, Jackie was appointed Manager of Accounting Services, then Manager of Mining Town Projects with the Isaac Regional Council.  Jackie moved to the Whitsundays at the commencement of 2016 and is the Proprietor of Hobby Central Australia as well as an Auditor for Clubs.

Jackie joined the Board of Directors in September 2016.
